Waterfalls don't really look like this. A local photographer is confident enough in his own work to share this trick.

Rotate the polarized filter for the least glare. Close the aperture as much as possible.(I use f-11) With the shutter speed as low as possible, (shoot for a full second if possible), start experimenting until you get just the photo you are looking for. I prefer mine a little dark so I can process them using Picasa 3. The silky look is directly tied to shutter speed and a cloudy day doesn't
